If you couldn't use any Biocontrol agent you have to use physical ways. I'm not sure about the efficiency of greenhouse’s nets regarding thrips entrance, but you can use sticky traps.
The blue one should be more efficient that the yellow one, and more: pheromone could be added. Identification of the considered thrips species could be interesting regarding i) the interest of pheromone use (more for Frankliniella occidentalis) ii) to understand the ecological preference and thing about a possible circumvention with some plants of services. Use one plant that could attract preferentially this specie.
I heard about groups that fight against thrips with large band of sticky traps and blowing machine to push the thrips on the sticky traps. It seems to work!
Regarding Neem oil: I don't konw it and so its efficiency. I only heard that this oil should not be stable and so could be prohibited for this reason. Is that right?
We use blue sticky cards along with the pheromone lure for Frankliniella occidentalis and the predatory mite, Amblyseius swirski in our hydroponic operation.
Oh yes consider the blue sticky roll too .It is 30cm wide and can be used for mass trapping of the thrips. They have worked well for me on Frankliniella williamsi on maize. Tie the roll around the crop
