First of all, you need to better understand the fundamentals associated with complex systems. Remember the fact that, you are dealing with Oils (which behave extreme thixotropic behavior under aggressive environments) and Metals (which form hydro-metal complexes under varying hot and humid conditions).... If you want to estimate qualitatively, just relay on super critical fluid extraction technique for the leachate collected directly from landfill repositories...
TCLP and Caged TCLP tests are aimed at quantifying different set of parameters (which I don't believe will help your cause).. Go through the set of procedures laid forth by EPA. Check their relevancy as they keep updating for NAPL's aspect.
