3. Dedicated scientists/ technologists working in laboratories/ industries should collaborate / build personal contacts with other relevant specialists across the globe for sharing knowledge and become familiar with cutting-edge work in their field,
4. If science & technology has to flourish, bureaucratic control must be drastically reduced,
5. In dealing with complex scientific/ technical issues, the political leadership must hear the Scientists/ Technologists directly instead of relying on so called “Generalist Bureaucrats”.
