In a qualitative systematic review it is usually a synthesis of qualitative material of studies. There are different methods thinkable as in qualitative research. It depends on your objectives. What exactly do you want to know? What kind of review are you planning? Systematic literature reviews, assuming a quantitative epistomology, are best done thematically. However, from a qualitative perspective, you could use either of the two.
