Team building and engagement of stakeholders are very important in managing projects. The objective in project management is to meet the client requirements including requirements of time, budget, quality etc. Project Manager needs to identify strengths and weaknesses of each team member, and work with them to achieve project objective as well as the individual's goals/interest.
I would like to answer your questions in two different aspects:
1. A regular team is constructed for an unlimited time period. No one gathers a regular team together for a limited period of time, say a year. Therefore, to motivate a regular team, one must think about middle-to-long-term motivational instruments: job training in order to enhance personal and/or team performance, vacations as rewards, promotions, and other means of motivation that will enhance motivation amongst a regular team.
2. A project team is a time-limited team comprising personnel from different departments, firms, or entities. The time-limited nature of the project is the main aspect of the motivation issue here. You cannot motivate the team with promotion, job training would be meaningless and other middle term motivation instruments would be useless. What i recommend is:
a. Set very clear short term objectives,
b. Establish an open and democratic working environment,
c. Reward your project team at every phase ending,
d. And do not forget to talk to them in every occasion.
