Who is a "central body" for renewable energy source certification and process implementation? Are REC, iREC, GO securities or there is another legal scheme?
Is it possible to trade them outside the country ?
In Kenya there is law that requires houses with more than 100 litres of hot water per day install a solar powered heater to avoid pressure on electricity. The Law iS Energy regulation 2012.
There is no any central body to decide on support schemes and implementation procedures generally valid for each state. These policies and regulations are decided at the state level. Within the EU, certificates may be traded between states on the basis of bilateral agreements. But even within the EU, the decision to adopt a certain support scheme is taken at the state level. Directive 2018/2001 (Art. 4 and 5) makes concrete recommendations in this regard.
I'M not and expert in the field but if i understand the the sense of the question i can explain what happens in my country.
We have the IAFR qualification ( IAFR means "Plant powered by renewable sources") for energy production plants. It is a certification, an attestation, issued by the GSE (Manager of Energy Services, public authority) which certifies the possession for an energy plant of the requirements to be able to access the state incentives dedicated to it. Only iaFR plants could get incentives and only energygenerated by IAFR plants could be accounted for EU objectives about renewable energy
