Dear Felipe, I agree with @ Kartikeya Shukla , it depends on he mentioned effects.

For a given material, you may use lowest sriiker speed and thick specimen to get a relatively minimum strain rate (may less than 100 s-1).

As our other colleagues mentioned, you can get slower rates with longer specimens and lower striker speed. However if you go for loo long specimens, you may have difficulties reaching "dynamic equilibrium".

In addition, you may want to play with pulse shapers in the beginning of the input bar.

I have done some experiments at rates as low as ~80 s-1 using a Hopkinson bar.
