What is the appropriate spatial range for preserving the value of cultural heritage? Is the legal spatial scope appropriate? Is the scope appropriate to add value through interpretation and to cover all of these values? Or is the scope right to include all stakeholder values?

I agree with @Andres Armando Sanchez Hernandez, this is a very complex area. Maybe some more detail will help - for example what do you mean by scope? when you talk about "the appropriate spatial range" do you mean curtilage? which legal system - national (which country) or international (World Heritage Convention)?
In terms of value - it is worth looking at the Australian Burra Charter - and the idea of significance assessment developed there, as that addresses a whole range of different values.

The most recent ICOMOS General Assembly and Scientific Symposium in Sydney 2023 had a lot of papers focussing on both integration of natural and cultural values in the World Heritage system and engagement and involvement of indigenous peoples in World Heritage nominations and management, which also might be worth looking at.
