Definitely not. There are few reasons; one of them is you can't really control them afterwards whether they will be using it for educational purpose or just to play game. Another one is they will be too much addicted or focused on their smartphone rather than outer world which can harm them in the long run.
Its harmful for their eyes as well.
Let them learn from the surrounding or by talking and showing things to them rather than apps
For me, we have little control over not allowing kids to use smart phones, as smart phones are essentials of our lives; so intervening through, not letting them being addict, spending time with kids, indulging then in physical activities, telling them how to use wisely for learning purpose; if I would say that we parents can avoid completly of our kids using smart phones, it is not possible. We have to make its use as healthy as possible while putting extra efforts.....
No, strictly smart phones should not be given or demonstrated by apps. Children below are more sensitive and when subjected to radiation from smart phones, their mind gets disturbed, lack of development of attitude and behaviour
