It needs to clearly conceptualize the term technology transfer and community services before attempting the question.
Universities in the so-called developing world should analyze the situations in their regions / countries, identified the most relevant development requirements and should work in very close cooperation with the people to achieve improvements.
Universities are platforms where academicians exercise practicing approved thoughts/theories in to practice. Hence identification of community needs and challeges and face them with appropriate tool , technology and idea is one of the pillars of universities particularly in the developing world. For me this two approaches " technology transfer and community services" are of complementary/ they go together.
The two themes are not mutually exclusive. However, considering the limitation of resources, the University needs to prioritize the technological aspects.
Technology should be designed in such fashion to help and serve community for bettetment, once sucess is there in developing such technology ,then transfer to society,both go hand to hand
Appropriate technologies should be Developed with the target beneficiaries (participatory approach ). In this way vision will be more clear.
