we have see the kids and youth have complete;ly indulged in using phones all day long and have no physical activities/relationships/ outdoor social life, so i guess there should be an imposition of time limit.

Yes, there should be limitations on use of smart phone. Smart has negative impact on health, sleep, mental peace, behaviour, habit, thought process. It kills/steals the most precious thing in the world that is TIME which can be used in many productive ways.
