We all know that now’s day we have a high rejection rate/chances of our research articles, but we all have to spend a lot of time just to submit a manuscript. We are forced by them to put it into journal format when the chance of it being accepted is very low. Although standard formats should be there so it just that little bit easier for editors and reviewers to see everything in the correct style. Further Journal should really be focusing on the quality of science and not the format.
Easier submission process not only saves time and effort but may also allow authors to achieve faster publication speeds. That easier submission process could also help to alleviate one of authors’ key concerns.
My important questions for discussion are following:
1. Should Journals allowed to contributors to submit their manuscripts without any formatting?
2. Initially we submit in any format, but if it is selected, we can format according to Journal?

I read some journals are going to do it, such as hindawi journal(s).
But let think about the reviewer(s) and editor(s), since they have to handle them for free (most of cases) and if we are going to submit un-formatted manuscripts, it will be really messy for them.
But I don't think that reviewers or editors will make any decision on the manuscript(s) based on the formatting, they could recommend you to get the format done properly according to journal style (except the manuscript(s) have a messy format). Moreover, the better format you have with manuscript(s), the easier the reviewers and editors can edit/comment and understand about your results and of course you have higher chance to get accept.
It is your choice but I don't see good journals will accept the manuscripts without formatting.
I think it should not be allowed but instead, the research community should force the journals to have a common or some what similar format.
If manuscripts are not written in the format of any journal then it will be troublesome for the reviewer(s) and editor(s). Because there will be a lot of manuscript, each and everyone in different own style. But... Yes, if there were any international format and every researcher or journal should follow that format then it would be better.
I think they need to be formatted. As some of the researchers in this thread have already suggested there should be a globalised standard for how they are written.
Each Journal has its own format to be respected, the whole procedure will not take more than 30 minutes to be accomplished... therefore it is better to the contributors to submit their manuscripts with the formatting asked by the journal so it would be more adequate for all, the editor, the reviewers, and the authors...
Many math journals indeed allow for initial submissions that are not formatted according to the requirements of the particular journal; moreover, sometimes the journals, at least in math, do the reformatting to the journal format on their own once the paper is accepted.
Every Journal has its own formatting and referencing style and the editors and reviewers of the respective journals are familiar with it. This actually help them to track and evaluate the manuscript accordingly.
