Often there are few Faculty Members in the Electrical Engineering Department for teaching non-major courses like Mathematics, Physics, Chemistry, Economics, Mechanical, Civil Engg. etc. Should they guide the Final Year research students?
Normally in our country, in almost all the universities, the types of courses you mentioned are always taught by faculty members from other departments. For example electrical engineering students have to study around 3 to 4 courses related to the kind of mathematics that is related to solving electrical engineering problems. All these courses are taught by mathematics experts from math department. Even, generally, its a kind of defined rule also by the engineering councils that these type of courses should not be taught by electrical engineering faculty and must be taught by specialists.
But for final year projects or research related matters, normally the supervisors must be from your own department (electrical engineering). But if students need some help in their project or research thesis from lets say some mathematics expert, then all they can do is to personally request the teachers from that department if they can help or not. It depends upon the teacher whether they have the time to help or not.

The majority of the courses you mentioned are concentrated in the first 2 years (on a 5 years basis of total duration) and involve professors external to the Department, e.g. Maths or Phisics or Chemistry. In the last 3 years the Professors are mainly internal.
