I don't think that it's a dichotomous answer. the two causes - shortage of water (or othter resources, for that matter) and politics have usually been intertwined, but with varying proportions throughout history.

I know nothing of the history of Asia, Africa or the Americas, but I would not be surprised if the populations and rulers of these lands differed greatly from those in western Europe.

Thus in dark ages and medaeval times, the English fought each other, the Scots/Welsh/Irish/French (all of whom were just as capable of fighting amongst themselves as the English) mainly for dynastic purposes - the right of one elite to boss everyone else about. However, with the development of the (European) colonial empires from the sixteenth century onwards, the emphasis shifted to the control of resources, such as precious metals, fabrics, foods. Once industrialisation got under way, then there was a need to find new markets for the goods produced, thus making traffic move the other way as well.

Finally, although the First World War was basicially a dynastic struggle, and WW2 arose because of disputes between European states, the latter conflict was very much more concerned with the desires of the aggressor states (the Axis powers) to control resources (the Nazi's believed that central and eastern Europe constituted their lebensraum (living space).

Shortage of water or Politics, which one could eventually lead to third world war?

Politics - reason being different people / groups of people have different view points / agendas that might be beneficial to their own at the detriments of others. Not sure promoting to think "win-win" can address political triggers for WW III?
