I have submitted one of my review article on COVID 19 and ophthalmology in April through online submission but journal haven't overlooked it inspite of several request. Even i have sent request atleast 5 to 6 time to withdraw manuscript . Sent email to editor also. But unfortunately I haven't got any communication by journal till date. What can I do now if I want to submit the article to another journal?? I have all communication to journal in which I request them to get reviewed for possible publication. Please guide in this regards whether I should submit it to another journal or still wait for communication by editor?
I think you have to wait till you receive an official response from them that your manuscript has been withdrawn from their system. Try to call the numbers provided on their website. Also try to communicate with any member of the editorial board (not necessarily the chief editor).
Otherwise, you have to declare the situation to the editor of the new journal, providing him/her with supporting documents (copies of your emails to the first journal) that prove your intension to withdraw your paper. Good luck!

Waiting for the withdrawal mail is the best way. Otherwise, you can mail your new selected journal and briefly explain your problem. Then follow their instructions. But my personal view says that you should have to wait for withdrawal confirmation. All the best. Hope you will solve the problem as soon as possible.
