Is it possible to reach the top secretive academic information whether industrial or military related through Internet Data base
For instance Chips recipe, texture, rockets.....?
Plus there is that surface and Deep web new terms so how far are these true or not ?

Not legally. I'm sure there will be hackers who might be able to access some of this, but their activity is not legal. In the UK I once worked for a company that did defense related research and had to sign the Official Secrets Act, which is still binding even 40 years later. Much of the data will be held offline or behind extensive security systems.
The dark web (as I understand - no personal experience) is more geared to activities which might be illegal in other ways and therefore are hidden there so only those "in the know" can find them easily. I gather it does exist, but have no idea to what extent. Don't believe everything you see on TV or in the movies! There is enough unpleasant stuff around on the 'web' we can all see without digging around for something potentially worse.
