MATLAB is a very powerful, commercial, software with a lot of toolboxes and great Graphic User Interface (GUI). SCILAB is an open-source, free, software, developed by scientists around the world as an alternative to MATLAB.
Differences between the two softwares include:

I have used Matlab since long ago and am quite happy with it. Matlab and its toolboxes has a solid amount of functions, nice graphics capabilities. Moreover, it has a large scientific community and it is used on many universities.
I have never used Scilab. Scilab has the advantage that is available free of cost under an open source license.

I use Matlab now. I have used Scilab but I found that it is not enought robust and mainly in Viz and available toolbox. For me Matlab is better for research
I use MATLAB since 2008 for my research work.
MATLAB offers variety of toolboxes as compered to SCILAB. Further, Using MATLAB is more user-friendly and wide range of help topics are available for MATLAB.
I used Scilab but it not attracted me due to its Language and features, User Interface, Computation Speed, Tool-boxes etc.
I will recommend MATLAB for High end research work. Yet, One can go with SciLab as it is opensource.
Deepak - You may have some critical views on Scilab about User Interface, Graphics, etc., but certainly not on "computation speed". As far as I know, computation speed is a plus point for Scilab. It does calculations very fast, indeed. Best wishes, Sundar
Scilab is very useful for modeling, computing and simulation as it is a free software. It will be useful for academic Institutions and Universities. I have plans of conducting Workshops on Scientific Computing with Scilab in India. Best wishes, Sundar
MATLAB is my preference dear @Sundar! Graphic User Interface is better in MATLAB! What is your experience about applying SCILAB for Large Scale Systems? Some people claim about slowness as we do speak about Interpreter!
MATLAB is what most researchers use, but I will not mind if I can attend your Program to learn Scilab.
Scilab can be used for data analysis and applied numerical work in both research and teaching. Scilab is an interesting alternative to some commercial programming environments

Scilab is good for small and medium size programs. It has less tool box than Matlab.
Thanks for the question. I believe the question dependents on context and the requirement of user needs. I started SCILAB today and I found most of the commands/interface is like MATLAB, where as one has to purchase MATLAB but the SCILAB is an open source. I recommend SCILAB at least for beginners without any doubt
MATLAB is the best option for present research works like model based designs. and in new release there is Deep learning , 5G Tool box, Automated Driving Toolboxes..etc which are very useful for present day research.@Sundarapandian Vaidyanathan
