Role of Tween in intraperitoneal administration of drug in mice?

Drug we are using is PDE4 selective inhibitor Ro 20-1724, we are interested in testing this drug in mice. According to the literature, for intraperitoneal administration, Ro 20-1724 is diluted in PBS containing Tween. No idea why tween is used?
