Can we understand by acoustic methods whether the roads surface is oily, snowy, dirty etc.?
Which acoustic method can we use?, is the method already developed?

The use of acoustic methods to detect pavement quality is a novel and developing direction. As far as I know, laser ultrasonic testing hations in this field, you can pay attention to it. At present, most of the laser ultrasound for pavement quality detection is to detect ground cracks, based on the principle that sound waves propagate in different media to change. Regarding what you said about the grease and snow on the road surface, you can also refer to this principle and use simulation to analyze it first.Regarding crack identification in pavements, I recently read an article: Automatic recognition of pavement cracks from combined GPR B-scan and C-scan images using multiscale feature fusion deep neural networks.I hope that helps.
