1. construction of temporary cheap housing to urgently resolve the issue, followed by the formation of a modern comfortable living environment in the cleared areas;
or
2. immediately build modern comfortable residential buildings but for a longer period of time

Option one is more appropriate because the displaced people are in dire need of shelter.
You said the housing need is urgent. Therefore, the first option you stated is best for the situation. The people cannot be homeless for so long. They need an immediate functional (re)solution before providing a permanent solution to the housing need of the people.

In particular, when developing the Program for the Comprehensive Reconstruction of the Obsolete Housing Stock in Kyiv (similarly, in other cities of Ukraine), all the issues you mentioned were studied and taken into account.
The program was developed at the request of the Kyiv City Administration. I was the Chief Architect of this program. The source information was the data of statistical reporting of the relevant municipal (state) units.
