In context of foreign direct investment, the host countries are not very creative when it comes to defining incentives for potential investors. Canada is currently thinking about a new visa type specifically for entrepreneurs in the field of high tech and new media. Residence visa for real estate and corporate investors are also very well known in the GCC countries. In fact, one of the main driving forces for the success of Dubai as a destination of FDI was the possibility of the investors to set up a "safe heaven" for them and their families in a very politically unpredictable region. The recent development and turmoils in the Arab Countries haven proven that who ever can effort such a "second option" is well advised to set it up in time.
The question is: Why other countries don't use this highly effective method to attract FDI? Do you any interesting case studies in this field? What other countries have a "second citizenship" programs and how successful are they?
