If you are looking to identify a non-active exposure limit for pharmaceutical drugs, other terminology that you should use to search for this type of information include the PDE - permitted daily exposure or permissible daily exposure (depending on reference) - and the ADE - acceptable daily exposure.  The following EMA guideline may be of use to you if you need to derive the limits.

My experience moves in the Occupational Safety and Health's fields, but anyway I'll try to give a contribuition. 

Mainly in the aim to prevent occupational diseases (but to diagnose them too)  we usually deal with a lot of:

- reference values (values of environmental and biological parameters reflecting an exposure);

- action levels (values to be used when a decision a required about "to do something" or "NOT to do something");

- (threshold) limit levels (overwhelming some exposure values, some adverse effect is expected with a given probability and / or gravity);

- recommended levels (respecting those exposure values, no adverse effect or just an "accepted" adverse effect is expected).

We have two kinds of action levels, limit levels and recommended levels:

- "pragmatic" ones (deriving from a  compromise between health necessities and financial and / or technological obligations and requests);

- "health based" ones (reflecting "pure" health necessities).

Any one of them considers and contains some kind of application of the precaution principle.

DNEL (derived no-effect level) and DMEL (derived minimal effect level) are two recent parameters proposed for risk management when coping with "low" exposure levels not sufficiently studied  (the main burden of direct scientifical evidence clearly deriving from studies upon "high" exposure levels). DMEL contains ethical and political assumptions about adverse effect to be considered "minimal" and "therefore acceptable (accepted)".

An original approach to permissible exposures, based upon doses instead of the couple intensity - duration, has been developed by a group of Italian researchers from Tuscany: if this is of your interest, please refer to the publications by Gianfranco Sciarra (unfortunately, recently died) and Maria Cristina Aprea.
