I found the following UK official document by Department of Energy and Climate Change which indicates;

"Even though we are starting from a low level, the UK can meet the target to deliver 15% of the UK’s energy consumption from renewable sources by 2020."

For Germany, there seems to be some changes (or confusions from reader perspectives) in the policy and targets set by the Government for renewable energy for 2030.

"One rare specific number is a new target for renewable electricity: 65% by 2030. The old goal for that year was 50%. The new one makes sense; Germany reached its 2020 targetthis year and is progressing at a pace to be 100% renewable by 2030, so greater political ambition is needed to keep up with market realities. Now, an additional 4 GW of onshore wind and 4 GW of solar are to be auctioned in addition to an unspecified additional amount of offshore wind – “half of it in 2019 and half in 2020.”

The way EU works is that it sets goals, and leaves each country elaborate an action plan to reach said goals.
