For example, during 1970-90, quality and the associated standards were used extensively and hyped to an large extent. Similarly, management in broader sense encompasses engineering, though some may argue that engineering needs management (mind you some of the engineers are pioneer management experts). However, as we are aware no single standard whether ISO 9000, 55000 or others can find a total solutions, as any area of production and operation are multi-disciplinary etc........
Management is the key root of any organization, Engineering may play part in the production unit & to carry out their program as per the planned approach of the management which may help to fulfill the target of the production which may be the function of Engineering .
Engineers deal thru the production range for the fulfilling the requirement of the organization where management with the professional manner may fulfill the achievement of organization .
Dear Colleagues: related to my previous answer, the question is about quality, and it has been identified by two elements, namely, engineering and management specializations, who have priority in this, I think the answer is clear is the engineering specialization.
The idea of quality management as it is understood today can be largely credited to Joseph Juan and Edwards Deming who were both engineers by trade. Contemporary approaches to manage quality in various industrial sectors are generally managed by the technical expertise governing that sector e.g. hospitals have medical practitioners as QMs, pharmaceutical companies have people with pharmaceutical qualifications as QMs. And of course the management if quality will depend on the type of management system being used e.g. ISO/IEC 9001: 2015. So that explains the answer as to who managers quality. To which discipline it falls under, I do believe that most formal qualifications whether at certificate or diploma level will fall under the management sciences schools or faculty, this has been my experience studying in South Africa and Germany. But it of course will depend on the institution one is studying at. A typical course will cover concepts like SPCs largely focusing on the work of Juran e.g. Juran triology. But the work of the most well-known “quality philosophers” such as Demings, Juran, Philip Crosby are also thought. Other modules taught may include auditing practice e.g. ISO/IEC 19011.

Engineering Management is a specialized form of management that is required to successfully lead engineering or technical personnel and projects. Engineering Management allows you to obtain an understanding of how an engineering organisation is managed internally and operates from a corporate perspective.
In my opinion, quality largely depends on management. This is why almost all quality allied systems have top management commitment as the core of ensuring successful implementation of quality systems, be it in a factory that has a product as an output, or any other unit with a service as an output. Engineering is effected (In terms of quality) by a committed management system. If hardware breaks down, it is solved by a management decision. If management falls apart, quality is sure to be compromised, despite having well running, world class equipment with highly qualified personnel. So in my view, management has a bigger role over quality output.
the activities and processes related to quality has both managerial and engineering nature. ISO 9000 defines quality as a „set of inherent characteristic of an object fulfils requirements“. Object can be product, service, process, person, organization, system or resource.
When determining role of Engineering or Management in quality, you should take into account type of this object. If process is the object of quality, Engineering role prevails. If person is the object, Management role prevails.
An interesting view about interconnection of management and engineering activities in product quality is provided by Quality loop. In the left part of quality loop (customer view) a management approaches are dominant. In the left part of quality loop (organisation vies) engineering approaches are dominant.
Talking about quality you must consider requirements. Requirements are everywhere – in each type of object (product, service, process...).
Managerial approach works mainly with vague and sometimes hard measurable requirements which are stated or expected by customer (see Voice of Customer – VoC). On the other hand, Engineering approach is mainly based on strict and easy measurable requirements (see Voice of Engineers – VoE).
