There are scholars who publish in predatory journals and use such publications for academic promotion purposes. What should be done about this and what experiences do you have in this regard?

There is no way in which you can influence them to not publish their rubbish. It's better to not get angry, but to make sure that your own papers are published in the best journals for your purpose. :-)
Nowadays predatory publishers appearing everywhere, just like mushrooms after the rain! Scholars must avoid submitting papers to them, serving on their editorial boards, reviewing papers for them, or advertising in them. These are blacklisted in my country and the list is frequently updated.
Even eminent Scientists are publishing with Torrent, a well known predatory Publisher. This appears to be the demand of the day. Why to waste your time and keep on waiting indefinitely as to when peer reviewed and reputed Journals will have mercy and finally convey their willingness or inability to publish your Article? Under current parameters even delay for a few days may cause you lose your priority. Then why not predatory journals with ISSN or books with ISBN which ensure your publication on a very short notice?
Please note that in certain cases for example when it is mandatory to have one or paper published before submitting Ph.D. thesis with names of all the investigators only these predatory journals are capable of fulfilling the criterion set down by UGC and publishing the desired paper even within a week. Thus there is no use in blacklisting such predatory journals.
After all, time will show whether my publication is right or wrong.
Whether all publications in peer reviewed journals of world repute are perfect? Are they always publishing papers not liable for future criticism?

I hope serious researchers will not send their research papers to predatory journals. However, the "predators" often succeed in catching youngsters on the lure of early and easy publication. In some universities, there is a stipulation that only if the student publishes one or two research papers, submission of thesis is allowed. In most cases, students approach predatory journals for a speedy publication. If the guide or supervisor properly advises the student this can be avoided.
I was also trapped into a similar situation when I sent my first paper to comeng conference in 2014. They asked me for a payment. I could not attend the conference but asked them to brief me about payment for the journal. The selected papers were supposed to be published in the 'Global Journal on Technology' by SPROC. The did not respond to my emails after that, and my paper was not published for months. As a corresponding author, I was not updated regarding any activities after December 2014. Later on, I asked my professor to help me in publishing that paper somewhere else. We published it in July 2015. After a few months, we came to know that SPROC has also published our paper. Now in 2020, we have been called by Plagiarism committee, and apparently it seems that we have plagiarized our own work by submitting at multiple journals. But this was not the case, neither our intention.
One more thing to mention here, SPROC has mentioned that they have received my paper in June 2014 and revised in July. Whereas I created my account with them in July, and there was no revision at all. They just grabbed my paper.
I came to know now that SPROC is in Beal's List of the predatory journals as well. Please suggest me some way out. They have registered various domain names and most of them are not accessible anymore.
Before selecting a journal for sending your paper, ensure that it has been listed in Web of Science or Scopus. Remember that it is very difficult for a predatory journal to be listed in such databases.
