While many acknowledge the advantages of publishing in international journals, there's a growing contention that scholars from developing countries should publish in local publication outlets to promote the growth of indigenous knowledge and accessibility of research findings to the local community. What should scholars who operate amidst this dilemma do?
In my opinion, I would generally suggest you aim high as much as possible. Promoting yourself and your work in top journals (if they are achievable) brings international attention to your region.
Once you are firmly established in the discipline, the opportunity may present itself to contribute to local journals for the sake of promoting the journal. By then, you would probably also be on the board for the local journal.

It is a crucial point. Yes, it is quite an important to observe the publishers.
We should not go to the non-academic journals. Owing to the limited experience in the Ethiopian Universities and other developing countries, many of us have been cheated well by predator journals ("shoppers", "money-makers"). Indeed, it was awfully wastage in our career.
Thanks for senior academic advisors and professors we came across, there are many reputable journals worldwide. The journals publish high quality papers (both review and original articles). To my best knowledge as a young researcher, Elsevier, Springer, Wiley, Tylor and Francis and Sage are famous, and publishes high quality articles. In other words, any journal under these publishers is a reputable, and recognized by the global scientific communities. Hence, you can browse a relevant journal to your paper (s) and check the publisher. If you are a senior and your paper is of high quality, you can go to the journal with high impact factor. Otherwise, you can go to a reputable journal but with low impact factor. Still your work is well credited!

You can go for good regional journals but keep in mind that the quality of the reviewing in international journals is likely to better than good regional journals.
I second the recommendation to seek international journals of good reputation. Ask more senior colleagues for advice.
Do NOT choose any of those money-making open access-only journals that charge a fortune but have an almost non-existing refereeing process.
Publishing is good international journals ensure a better scientific evaluation of the research, while you retain sufficient copyright to provide your local community preprints, or translated version!

In my opinion you should choose the journal depending on the significance of our paper. Your scientific interests should be more important than the interests of numerous local journals.

Yes, why not, publications should be encouraged in high impact journals, scopus and others.
They do not have to publish in certain scientific journals,
But it is certainly preferable to publish in the high-impact international journals
