There is very little incentive for the major publishers to invest the resources to speed the publication of manuscripts. Researchers write conduct the research and write the manuscript without compensation. External reviewers assess the quality of submitted manuscripts without compensation. In most cases, the publisher is making almost no investment in the publication until it is submitted for copy editing, proofing, and dissemination. Publishing quality research in established journals is a very profitable enterprise for the publishers. I would expect significant resistance among publishers to any investment of resources that might significantly shorten the submission-to-publication timeline.
