They are not able to pay the publication fee because of their inability and affordability.
Some International Journals are waived off the publication fee for developing countries.
Some organisations will cover the cost of publications rather paying the publication fee.
It is open challenge to the scholars from developing countries.
Finally the quality matters to demand to pay the publication fee.
These are among the greatest challenge the researchers are facing in developing countries. High quality journals abroad needs fees to submit manuscript and impose some charges when you want your paper to be open access.
To accelerate global knowledge, the publisher should waive these charges and fees to make education free to some scholar's to full fill the sustainable development goals highlight education for all by 2030!
The large (expensive) publishing houses (e.g. Wiley, T&F, Elsevier, SpringerNature) are offering reduced publication fees or exemptions for the deveolping countries (DCs). I totally sympathise with your problem and, in addition, wonder if you know of any journals in your area of interest that might be suitable and do not charge fees at all. I know that the journals of my specialty college, the Royal Australasian College of Physicians - Internal Medicine Journal for adult medicine and Journal of Paediatrics and Child Health for paediatrics - do not charge at all. They are mostly clinically oriented but I am certain they would accept interesting articles with a focus on basic science.

Some of those Journals with the publication fees have discount for organizations signed OA (Open Acces), like Switzerland MDPI... But this is just 10 % and the priceis still pretty high. I recomend to publish in the journals without fees. They are in majority and the best one! For example under Elsevier!
Most, if not all, open access publishers offer to waive publication charges (of whatever flavor) for researchers in lower and middle-income countries (LMICs) without access to funds to pay them. When we talk about access to research in an equitable way, it is not only about money, technology, or justice. We also need to ask equitable for whom? Who is going to make it equitable? Where are the areas to intervene?
We may debate if an OA model such as article processing charges (APCs) is an opportunity or a barrier to achieving open access in its true sense, although provisions of waivers and discounts on APCs based on the Research4Life country categories indeed help the Southern authors. If the APC models are not the Holy Grail nor a band-aid to cover a much larger inequity issue, they are definitely stepping stones as we travel towards the ultimate free access to knowledge that is sought...

There are alot of publishers out there which provide a 100 percent discount to low income and 50 % to middle-low income countries based on WHO listing. Research4life.org has more info on it

The condition is usually that the corresponding author and their affiliation should be from the country which comes in the discount list
I totally agree with you. In fact, researchers in developing countries have little funding from governments or educational institutions to support their research. As far as I know, there are very few journals that offer a discount to low-income countries. Therefore, publication fees are a barrier to research progress in developing countries.
