My master thesis is about smart city projects management. i'm trying to develop a framework for smart city projects management by identifying success factors from the literature. My question: is it correct to use only a quantitative research/correlational study to test my hypotheses? would it be enough?

What research method to adopt e.g. mixed method, qualitative or quantitative method like correlational study, analysis of variance, structural equation modelling etc. is depending on your research problem, research objective(s), research question(s) and conceptual framework / research model. For an example from your literature review, you had identified some people, process & technological factors that can influence smart city project management (dependent variable), you can use correlational study. If you’d identified there are research gaps between typical project management framework vs smart city project management framework, perhaps you can refer to your literature reviewed & interview some project management experts etc. Also you might want to conduct a mixed method research e.g. sequential exploratory design by conducting a qualitative research first before the quantitative research etc.

since it is a master level thesis, as long as you have collected enough reliable data to test your hypothesis, it is fine with quantitative method provided it is a deductive research.. however, it is still depending on what is your hypothesis and how you are going to conduct the hypothesis tests..
Agreed mixed method takes more time & effort. Your conceptual framework / research model usually encompasses hypotheses that can determine specific data analysis techniques e.g. multiple regression, mediation, moderation etc.
