The majority of the journals of these publishers have strict revisions, and their times to publish is not short. However, I know that the IEEE Access guarantee four weeks to respond to some submission.
You can go for Elsevier journals, there are many journals in Computer sciences/electronics that has faster publication time.
Particularly speaking you can check out "Journal of computational Sciences" , "Journal of Computer and system sciences" , "cognitive system research" etc from Elsevier. Hope this may help you.
