Testing skills and attitude will require two very different types and combinations of instruments. I assume that you actually want to test skills and behaviour after, or whether outcomes have been reached? If that is the case, I would concentrate more on formative test results combined with class attendance (therefore quant) combined with anecdotal records. If testing attitude, your question will need to be much more specific as to what you actually want to know.
