I have in mind, that TiCl4 and/or an commercial alkyl titanate, can be used. These are "covalent", not "saline" titanium(IV) compounds, and reacts with water. The "TiO2" can be made by the hydrolysis of these compounds...
In commercial samples of TiO2 (both Anatase as Rutil forms) the particles are larger....
I dont tested this, but I have in mind that nano particles od TiO2, can be made by treatment of the aqueous solution of "Sodium Titanate"... This aqueous solution can be prepared by alcaline fusion of commercially available Anatase ou Rutilo, with Sodium Hydroxide (Caustic Soda)
It is an important precursor because it is relatively inexpensive. However, you have to make a stock solution of TiCl4 in HCl solution (ca. 4M) in order to prevent its hydrolysis. Otherwise you have to use it under inert gas atmosphere such as N2 gas.
