Apart from the high initial cost of the PVs, the other reason why people are not interested is the low feed in tariffs especially for the countries with grid integrated with renewable energy sources. If the feed in tariffs could be high, a lot of people could be interested in generating solar for themselves and feed it to the grid when excess.
From a wide view point, there are several factors affecting the willingness of people or stockholders to invest in renewable energies (especially PV technology as you mentioned). In my view, there are three main factors of technical, social and economic.
In several cases, the usefulness of these resources has not been deliberately clarified for the people to make them convinced to use these resources. In other cases, there is a lack of knowledge about the technology. This means that in some cases, there is not enough knowledge to implement an special technology. The other main barrier for use of them is that they can not compete with fossil fuel-based technologies in terms of cost especially in regions which are rich in oil like Middle East.
Moreover, it cannot be disregarded that in few cases the political barriers can also be a reason.
mainly depending upon the energy policy in each country, for example in my country the main reason due to high governmental subsidy for domestic Tariff which is considered the lowest tariff in the world for residential sector which reach 94% up to 1500 kWh monthly consumption, the tariff reach 0.8 Cent $/kWh
as well as other technical challenges like Grid Stability , Energy Storage, worse climate conditions, awareness of RE, Incentives, etc........
For domestic use the difference between capital cost of such units and monhtly electricity charges is very high.Also pay back period is more and so people are not interest in solar photovoltaic systems.
Also in India Solar Photovoltaic scheme stated with some subsidy and now many people are either awaiting for current subsidy or expecting more subsidy from government.
You question is so interesting and meaningful. The main problem is people does not know much about this technology in villages. secondly, one more important factor is cost also. Lot of research is going on how to reduced the cost of pannel as well as size of the pannel too.

As a horticultural researcher, I thought of using photovoltiac panel to power greenhouse in one of my research projects but we were constrained by the cost and the area needed for installation when we thought about practical application. about the area of installation, I was pleased to hear that there is new generation of this types of panels that is semi transparent and that it can be used as greenhouse cover. So that solve part of the problem and still waiting for it to get cheaper.
As other colleagues are mentioned the main reason is that the Tariff of the network electricity is cheaper in comparison with other private energy sources. In the private sector, capital investment and maintenance costs are much higher than network power usage.
In countries which have real problems with Grid availibility and stability like Iraq , Lebanon, Palestine, they are facing problem with using ON -Grid PV Solar system of low cost, as alternative solution they should be use Hybrid inverter which works with two mode of operations (On-Grid and Off- Grid) which means it work with the presence of Grid and without with highly cost in compare with On-Grid inverter.
