I would Like to suggest an Economical idea, of Replacing the Entire Swedish Royal Academy of Sciences by an international Group of Pure and Applied Mathematicians which will make a decision on the Physics/Chemistry/Biology parts. for several reasons:
1. Mathematics is not included within the Domain and the entire Scientific body is build upon and by the Mathematics. Its the most important of all sciences. It would be only fair to somehow include mathematicians in the process for the disgrace of not including the field.
2. The Integrity of mathematicians when facing a proof or a principle as well as their ability to hold and take into account the small details and pitfalls of an idea, is second to none.
3. The International group would be less biased than a national group coming from a single country. There are regions in which no scientific nominations were made, for reasons which are highly likely, national or racial.

Everybody knows maths is the root of any scientific discipline, although mathematicians may not knowing basic physics law, eg: in an exercise where time value is MINUS 2 hours can be valid procediment for math, but NEVER in physics.
The short reply is NO. Neither ONLY physisits, nor ONLY chemists, nor ONLY biologists, nor ONLY economists. You should investigate how the award is determined. Your suggestions is very biased, you are even introducing non-existing factors such as national-determining criteria.
With theoretical physics, mathematicians might have some judging skills, but when it comes to judging experimental work, I don't see where they should be getting an advantage from. They wouldn't be able to make a judgement of their own and would have to rely on other experimental scientists to tell them what is actually a breakthrough and what's just overhyped publicly.
This would get worse in chemistry and even more so in biology because the fraction of experimentalists getting Mr. Nobel on a medal is rightfully higher than in physics.
Use your own money to open a bank account, say 1 billion dollars, use a profit from this account to award the the researcher for their distinguished results, create rules how to award "Ohar Manad prize" in whatever field of science. That simple, is not it? Instead, you pretend to use Nobel's money on your own way.

Theoretical Physicists for the most part won't do pure mathematics, as the lack the training in their formal education, despite their very high Intelligence and impressive analyzing capabilities. so the answer is no.
Some Mathematicians do have the tools to create physical ideas, Fermat, Newton, Riemann, Euler and Lagrange are examples. to your question, a small group of talented Mathematicians could fairly estimate a theory in Physics.

Jürgen Weippert I agree, For Chemistry and Biology It would not work. I think that it is highly likely that It would work on physics. Its frustrating to us theorists that they choose experimental Physicists for a Nobel year after year.
