During the oxidation process, sp2 hybridized C-atoms are converted to sp3 due to binding with oxygen. This constitutes as defects in the other wise pristine basal planes of graphene. This could explain the lower mechanical strength of GO as compared to pristine graphene.
The degree of oxidation ie C/O ratio could also alter the mechanical properties of GO.
