Can non-native English speakers ( who are of course applied linguists) rate appropriateness of EFL learners’ speech act production elicited through Role-plays and Discourse Completion Tasks (DCT)? Would it be acceptable in Interlanguage pragmatics (ILP) research where recruiting native speaker raters could not be practical?
I would say it is possible as long as the non-native speakers are sufficiently prepared for such task. Arguably, they should also be persons who have been familiar with the English-speaking norms or even have experienced contact with NS for a considerable length of time.
I think it would be possible if you have a substantial amount of native-speaker data obtained with the same (or very similar) rolepays and DCTs that you can use as a reference for your ratings. An alternative would be to analyse the data you obtain as a 'variety' of English without reference to a native-speaker variety.
I think that non-native speakers of sufficient ability can evaluate, but it may depend on the details of your research questions and study goals.
Native speakers and non-native speakers may reach different conclusions, even if all are highly qualified. You will need to reflect that in your research design, analysis, and discussion.

In my view, the linguistic fluency of non-native speakers varies significantly, and we cannot generalise or include them under one group, you may need to consider this in your assessment or the assessment of research findings.
hi. it depends . in my opinion, non-native speakers achieve some parts of pragmatic competence better than other parts. because they need using language in context. therefore, for non-native speakers , due to not less exposure to different structures in context, their judgment is not necessarily right in spite of a lot of exceptional cases. generally speaking, non-native and native speakers' views are different because of the diversity in the mount and type of exposure to structures enhancing pragmatic competence.
I agree with what Farangis Shahidzade said that the performance of non-native speakers may be better than native speakers who are not always aware of retrieving all meanings of language in context. Highly qualified and competent non- native speakers can perform similar sound esults and valuable judgements similar to native speakers.
