It is not uncommon to move from one place to the other as fa as working institutions is concerned. This could occurs due to many factors. Someone worked for three years at MIT, and at Harvard University currently. His/her affiliation is Harvard University at present.
If he/she want to publish a research work done at previous work institution (MIT), which institution is used as affiliation for the researchers to be written in title page of the research work? The current or previous institution?

I agree with Syed Walli Husnain that it is more correct to attribute the work to the place/organisation where the work was done. Some journals will give you the option to show where the work was done and your current affiliation (if it is different). If this (being able to show both) is permitted, then great. Otherwise, I would list the affiliation as where the work was done and for the email address (as I am assuming you are also the corresponding author) is your current one that you can be contacted on by the journal or by readers.
