How do you believe national culture affects internet use?
If we remove access to technology as limitation, can you identify some patterns in user preferences based on values, aesthetics and beliefs?
What are the expectations for acceptable/likeable website content in your own national culture? (i.e. layout, structure, colors, photos, text, etc.)

I am sure it does. National culures identify openess to new/ innovativeness, which might have strong impact on qiantity and qiality of internet use. For example, in Croatia, the ih high muber od internet users and high number of access possibilities per capita, but it is not observed that it contributes significantly to new value creation ( innovations, business growth..).
Liberty and Freedoms in democracy of India never restrict citizens and limitations for Public Servants or Public Authorities with respect to their responsibilities towards public.
Any Hated or perverted activities via Internet may effect Integrity or may not done from any source.
Using the Google Trends tool you can easily see how, for example, the search interests on the Internet are different depending on the country. And although country is a poor proxy for culture, many cultural models, such as Hofstede's, usually identify the country to the national culture.

I realize that societies are increasingly multinational in the recent decades, but as far as I know culture changes extremely slowly over the years and in larger geographical contexts rather than the national borders of a single country.

Good reading, thank you José García-Arroyo . In my academic and professional experience, organizational culture and other subcultures can be independent microcycles that do not neutralize what is otherwise perceived as a wider "geographical" set of beliefs or value systems manifested in principles adopted by large societal segments. For example, Southeastern Europe has a common cultural denominator of strong traditions, respect to family ties, historical orientation, etc. which does not clash with modern organizational cultures thriving within local economies. There is a strong escalation that allows for these cultural variations to mix and match, and in an optimistic POV, combine the best of two worlds.
