Research is conducted in many organizations outside academia (and research institutions), this across the private, public, and third sectors. Deciding where to go is a function of, say, (i) how much freedom one needs to pursue personal research interests, (ii) whether one enjoys working in a research team towards a common goal, (iii) whether one wants one's research to influence government policy, and (iv) whether one enjoys planning and managing research projects rather than directly conducting research.
