mTOR is associated with myofibrilar synthesis (muscle protein synthesis) but it inhibits autophagy (which is muscle protein breakdown or not?)?

So would MPS not lead to a not complete autophagy of destroyed elements of the cytoskeleton because mTOR inhibits the break down of AA's/proteins, or are those different concepts (muscle protein breakdown and autophagy?)
