May be looks like insects nest, but it isn't. May be it is plasmodial slime mold. I don't know.

Up to my opinion, itis a slime mould too. It looks more like Mucilago crustacea and it's typical for this species to produce sporocarps on herbs.

It's may be a plamod of myxomycetes (protist) Mucilago crustacea (as sayed by Elena), or fungus like sebacina incrustans. look microscopics details.

It seems to be a Myxomycetes: Ordine: Physarales Famiglia: Physaraceae Genere: Fuligo Specie:Fuligo rufa Pers.  perhaps ( Ashen , candida), you must measure the spores .... his consistency is soggy at first, then sponge - gelatinous, then very fragile, evanescent for simple contact,  off-white and then switch to the gray - pink.

When it riches the maturity dissolves into a dust brown - purple ... the slime molds are imperfect fungi, unicellulari..and eat up leaves, twigs, grass ecct ....
