Luciferase Minigenome expression plasmid?

I have plasmid under pol1 promoter to determine promoter activity using luciferase and GFP. However, after transfection with Influenza viral plasmids, I am not able to get any signal or sign of activity of promoter. I have followed other papers for the construction of the reporter plasmid. Can anyone help me to figure out what could be the problem. If there is need for further explanation I will put up more information. Thanks in advance for your help.

1. You have to compare activity against a PolI minus Luc vector

2. You transfect or infect? and which cells?

3.Have you tried other Luc -plasmids successfully so you know that the assay is OK?
