Even if there are some posts on this, unfortunately I still haven't found the answer to my problem (as I am also quite new to this field).

I have a datasat with 1700 respondents. In this data set one questions was asked regarding policy improvements with 4 answer possibilities (variables), each with a likert scale (strongly disagree - stongly agree).

E.g. Policies should be ? ... stricter (strongly disagree -...-strongly agree) (one of the 4 possibilities.

I would like to cluster my respondest according to certain patterns in their answer behaviour and then use these groups to analyze open ended questions (e.g. do persons that want generally stricter policies also suggest stricter measures when they are asked what exactly they want to change)

I have already read that cluter analysis with likert scale is debatable but doable. Are their any recommendations on what kind of cluster analysis and cluster method I should use (non-hierarchical, hierarchical, k-means etc.). I sometimes also read that

it would be good to do a factor analysis first... is that recommended if I have only 4 answer variables?
