I believe that workers in a government organisation have little personal ownership and an ongoing belief that 'we don't pay for it', leads to a lack of respect for any ongoing maintenance costs caused by neglect or damage.
This is going to vary significantly from country to country, government organisation to organisation and what processes and consequences are in place to manage damage.Public sector employees are more likely to have a post-school qualification, particularly a degree or diploma, than private sector employees which may influence their respect for property.
In Australia public servants tend to be more community minded than those working in the private sector and are more likely to vote for the left side of politics. This may mean that they have a greater respect for community property. The Australian Capital Territory is an interesting case study- it has a high proportion of public servants (about 40%) and this supports an enlightened social agenda and left-leaning politics. There is a culture of accountability, training and regulation in Australian government which may limit damage to buildings.
I suspect that the situation in some other countries may be different- people may be motivated to work in the public service for financial reasons (as opposed to a desire to do something for the community) and corruption in some governments may infuse its workers with a lack of care or resentment towards the employer and thus less care is taken in the workplace.
I spent 20 years with the US government. There were general rules and safety officers that ensured compliance. My experience was that most people were compliant because you got frequent reminders to be compliant. The government in the US keeps records of safety violations.
