Yes, I agree that according to Kuhn novelty in discovery does not reside in the novelty of experience or recasting a causal process but of paradigm-induced change.
As I see it, according to Kuhn, it is important to distinguish between what he called normal science and revolutionary science. New discoveries that can be accommodated to existing theories do not lead to a paradigm change. In this case we speak of normal science. There are, however, empirical findings that can not be accommodated to existing theories. When this is the case, a paradigm change occurs and hence we have, say, a revolutionary theory.
As I see it, this epistemological conception is different from that of Karl Popper which relies on the idea of falsification or falsifiability. That is, if a theory or hypothesis is falsified even by a single experiment, the focal theory or hypothesis has to be replaced by a different theory or hypothesis. This is not the case of Kuhn's idea of science. This is so because, according to Kuhn, a finding that is inconsistent with a theory can lead to the introduction of some changes in the focal theory. However, when many inconsistent findings are the case, the focal theory has to be replaced by a completely new or revolutionary theory.
