If by price range you mean the Article Processing Charges then please be informed that UGC-CARE list is made after a rigorous review of the journals by a team of experts consisting of academicians and researchers. The previous existing list of 5000+ journals listed in UGC have now been reduced to around 800 and all the predatory journals have been removed. So UGC-CARE list does not contain any journal title that charges fee from the authors.
As far as publication time is concerned, you may visit the journal home page and will find their average speed of response to final publication. In most of the reputed journals it may take somewhere from six months to even more than a year.
