ISI and Scopus indexed journals have been considered as having high quality peer-reviewed publications. Why do they get such good scientific reputation? Does it mean that non-ISI-indexed journals are not recommended for publication?
Eventhough not all the journals indexed in ISI or SCOPUS are not high quality, some required good number of publications in international databases like ISI and SCOPUS for various activities such as appointment, promotion, research funding, etc.
It does not mean that other journals, not indexed in these databases, could not be as good.The university publications, for instance, that often are not indexed in either database, are often very good quality journals. The indexing criteria demand that the journals appear regularly for several years, and that the publisher is known for publishing quality journals, etc' more criteria. I think that when you use an indexed journal you simply can rely on regularity, good editorial management, good reviewing practices, etc'. In short, it is a matter of reliability.

They have traditional maintained quality, that is why. Nonetheless, they are young and new journals that are equally following rigorous peer review systems which enhanced editing and proofreading services. Just choose wisely anytime you want to publish preferably in Scopus or ISI journals or not.
Truely WOK and SCOPUS index most of the serious journals, but some may have not been incorporated for various reasons. OF COURSE also there are many much less high level ranking journals indexed by WOK and SCOPUS, for various reasons also.
BUT do not forget that WOK and SCOPUS has been launched by two major edition companies. Which means that if you want to see your personal h factor increase you are OBLIGED to publish in one of the journals they index. And this is costly. BUT who is doing the job of reviewing? US. So we work for free for the huge editors and we must pay to publish or buy articles.
Before the time of indexes we paid for publishing or for journals yes but this was to keep alive small editorial teams composed mainly of scientists.
With free Internet access we can now create new journals which us the scientists can handle the whole reviewing process for free. We need no intermediary no huge edition company.
I intend to create a journal only on research gate, as it is possible to give a DOI. Would you publish in such a journal?
Publishing is related to citing, in a way or another, hence, a researcher is being obliged to publish in indexed journals, conferences... to collect more citations, therefore, increasing his/her h-index.
