No, tin oxide nanoparticles is not transparent at UV-light part, especially at 350nm. You can check the UV-vis spectra for this.

Please be aware of that the most of optical spectra of Tin oxides coating on glass. The glass is at the cut-off edge of 350 nm. The transparency of tin oxides can be down to 300nm if it was coated on BK7 glass which is more transparent than tin oxides on a normal glass. Please see attached spectrum from web.
