Since some universities control themselves - and no local or governmental ministry of science can do anything against some form of plagiarism -, there does not seem to be a real chance to dispute plagiarism and plagiarism supporting professors and institutions under common scientific and even written rules of such universities. On the other hand, over the past decades several arbitration courts evolved in different (non-scientific) areas, like sports (CAS), internet disputes (ADR.eu). Maybe there is something similar already in science - or should one develop this idea further to give plagiarized scientists a chance to dispute this in an independent arbitration court. One advantage of some arbitration courts apper to be the relatively low costs compared to regular courts.
