I think, use of formaldehyde in open area as you said in hospital it will be hazardous. even those procedures utilizes formaldehyde for sanitization or reducing the microbial load (such as in pharmaceutical industries) they were perform activity in closed rooms.

so its not good idea to use formaldehyde in open areas where man movement is too frequent.
